Duties and Responsibilities
- Under the supervision of the UN Women Viet Nam Programme Specialist, the UN Volunteer Programme Officer on Gender will focus in the following areas:
- Strengthen UN Women advocacy work for gender equality through supporting research and compilation of documents for development of briefs, and organization of workshops and events;
- Advise and assist UN Women coordination work including supporting joint planning exercises, joint monitoring task (including data consolidation), reporting (including collecting and processing inputs from participating UN Agencies) and knowledge management. In this regard, the UNV will participate in various activities in support of UN mandates and volunteerism which are relevant to the Delivering as One for UN agencies in Viet Nam.
- Formulate and implement UN Women programmes in the most strategic way to provide value-added to the national efforts in the fields of gender equality in Viet Nam, taking into account other domestic and external activities
Key Tasks and responsibilities:
- Provide gender expertise in UN Women/UN advocacy work and coordinate advocacy initiatives in priority areas of concern. These activities will be highlighted at certain times of the year, in particular International and National Women’s Days, 25 November as the UN Day for the Elimination of Violence Against women, Women Entrepreneurs Day, etc.
- Identify and formulate UN Women programme support on gender, including joint UN activities on gender: In consultation with UN Women/UN staff, identify strategic areas for gender support, develop programme/project concept notes for resource mobilization. Work in close collaboration with national counterparts, UN and other international partners, to develop concrete programmes/projects of UN Women and joint UN programme support on gender equity, economic empowerment and gender mainstreaming.
- Monitor UN Women-supported country projects assigned to ensure both efficiency and high impact of project delivery. This includes supporting knowledge management, documentation and the strategic dissemination of project results and lessons learned to generate debates and policy improvements in the field.
- Compile the office annual workplan and quarterly and annual report.
- Promote the involvement of volunteers (e.g. online volunteers; university volunteers) in gender activities of the United Nations;
- Perform any related duties as may be assigned by the senior management and the supervisor.
- Furthermore, UN Volunteers are required to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevantUNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
- UN Women programme and joint UN activities on gender equality and the empowerment of women supported
- Development of policy documents and research papers supported
- Gender policy dialogues and advocacy initiatives with national counterparts and development partners organized.
- Annual Report and Quarterly Progress Report submitted to regional office in a timely manner.
- A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
Required Skills and Experience
- University degree in social sciences with specialization in gender issues a strong asset;
- Sound knowledge of the major development issues regarding gender issues in Viet Nam;
- Experience in working with gender equality issues;
- Full proficiency in English and Vietnamese, including excellent written and spoken skills in both languages;
- Strong interpersonal and networking skills;
- Highly organized and self-motivated;
- Personal sensitivity and commitment to issues affecting disadvantaged women;
- A high level of computer literacy;
- Basic administration / secretarial skills;
- Demonstrated personal sensitivity and commitment to the values and principles of volunteerism, gender equality and cultural diversity;
- Prior volunteering experience is an asset;
- Persons with ethnic minority background are strongly encouraged to apply
- Proof of Vietnamese Nationality is required.
